Summary17099: button "create survey" on main page broken (404)
Description

Not possible to create a new survey with the "create survey" button on
./index.php/admin

The button links to
./admin/survey/sa/newsurvey
which results in
"404: Not Found
The system is unable to find the requested action "survey"."

Creating a new survey from the top menu "surveys" works fine as it links to
./surveyAdministration/newSurvey

Reset your buttons to default and the issue will be gone. This issue might happen if you updated in the past to development versions.
