Summary16805: Uploading files/images at global theme options causes 500 server error
Description

When trying to upload a PNG (or other) file at the global theme options I get a 500 server error. Uploading files at the survey's theme options works fine though.

Steps To Reproduce

Extend vanilla
Go to the global theme options
Try uploading an image file -> 500 server error

@cdorin: Uploading a PNG or JPG at version Version 3.25.5+201222 leads to "undefined" error. I see this error at concole:

finfo_file(covid19.png): failed to open stream: No such file or directory (/var/www/vhosts/my-server.host/httpdocs/mylssystem/ls/framework/utils/CFileHelper.php:282)
At the server's error log I do not see any errors reported.

If needed I can share screens on Skype or the like to show the problem.

@ollehar, I tested the above steps with the latest 3.x version and was not able to reproduce this anymore.
