Summary16691: File manager is not working
Description

The file manager cannot load uploaded files.

When we try add an image to a question, the image is correctly uploaded to the folder in /upload/surveys.
But unfortunatly, limesurvey is unable to load the image in the previsualisation.
The weird part is the image is still visible in "Select image from server."

Hey there - we are working now in the develop branch on reimplementing the old CKEditor and File Manager (Resources) since they are more stable. Please wait for LimeSurvey 4.4 or 4.5
