Summary	16665: Question index not shown if survey mode is set to "inherit"
Description	The question index at the vanilla theme works fine if you enable the "full" index. If you switch the survey mode from e.g. group by group to "inherit", the index is not shown anymore, see screenshot.
Steps To Reproduce	Activate question index by setting it to "full" at "presentation. Test your survey. Switch the survey mode to "inherit" at th egeneral settngs. -> The question index disappears.
