Summary16657: Email for newly added admin user fails if no admin email is set at global settings

I just tried adding a new admin user and received a rather genric "Sendin email failed" message without any additional details. Usually I see those messages if e.g. SMTP email details are not configured correctly. But in this case PHP emailing was active. So I did some more testing and noticed that no survey admin email was set at global settings -> email.
Adding a valid email there solved the problem, emails for new admins were sent afterwards.

Steps To Reproduce

Delete the admin email address at global settings -> email.
Try adding a new admin user -> warning about failed email shows up

Additional Information

We should at least check if the admin email is set and if not, show a better error message.
