Summary16608: Unable to create new survey
Description

After completely new LimeSurvey 3.22.210 installation with a clean database, I tried to create new survey and push save button.
But gear mark continue rolling and not finished.

Additional Information

My sequence of update is following.
In 2016, at the very beginning I installed LimeSurvey 2.50+.
In 2017, I updated into 2.67.3 by using ComfortUpdate.
In last year, I updated into 3.17.13 by using ComfortUpdate via 2.72.3.
And this year, I installed 3.22.210.
LimeSurvey 2.50+ and 2.67.3 was OK, but after update 3.17.13 unable to create new survey.
