also in 3.X lts
the text is:
"Default LimeSurvey admin interface template with NOTO font. NOTO font is will provide a correct display for any existing language."

last sentence could be:
"NOTO font will provide a correct display for any existing language."

You are right, I forgot to add a screenshot / address.
This appears in admin/themeoptions#adminthemes
but indeed is in the config.xml file of the "Noto_All_Languages" admin theme
