Label Sets-Click on View label does not allow user to edit the label sets and languages instead navigates to label editor page

Steps To Reproduce

1.Click on Manage Label Sets from Configuration.
2.Add new label set and save.
3.Click on Close button.
4.Click on view labels icon.
