Summary15947: Survey quota - set survey to "finished"
Description

Using a survey with quotas and the setting "Allow user to modify his last answers before terminate survey". If a participant now selects the "wrong" answer, the quota text is shown and he could go back to change his answer. But if he doesn't do that and ends the survey, his answers will be marked as "not finished" (which actually makes sense) and the token will be useable again.
I posted the problem in the forum as well (https://www.limesurvey.org/forum/can-i-do-this-with-limesurvey/120425-survey-quotas-set-survey-to-finished#) and it there it was pointed out that it is probably a bug?
