Summary15930: No group/user permissions: Can't upload files via a "file upload" question
Description

When using a "file upload" question I can't upload files. I get the following message: "Sorry, unable to check extension of this file type". The allowed file type is the same as the file I'm trying to upload, and the size is smaller than the maximum allowed.

I've accessed the survey directory via FTP and the file I'm trying to upload isn't even there. I've checked the permissions of the survey directory and there are no group or user permissions (they are set to "nobody"). So my guess is that when LM creates a directory for a new folder the permissions are not set.

I've even tested this in LS 2.06+ build 160129, LS 2.73.1 build 171220 and LS 3.22.7 build 200225, and the results vary:
LS 2.06+: I can upload files and I can delete them from within LS, but not via FTP
LS 2.73.1: I can upload files and I can delete them from within LS, but not via FTP
LS 3.22.7: I can't upload or delete files at all.

The same thing happens when trying to upload assets like images or videos.
