When using the api, for multiple choice with comments questions, when exporting responses only the comment associated with the very last multiple choice option is returned.

Steps To Reproduce

Create a survey with a multiple choice with comments question (type = "P"). Take the survey, fill out comments in the multiple choice with comments question. Run export_responses_by_token or export_responses, it will return all the choices that have been selected but only the comment associated with the last choice.
