Summary15689: Unable to create survey : SQL exception
Description

When using a non superadmin user : unable to create Survey : General error: 1364 Field 'owner_id' doesn't have a default value

Steps To Reproduce

Create an user with Survey create
Log in with this user
Create a survey with console activated

Additional Information

Unsure it happen with super admin ?
