Description

When exceeding like 40 q.groups the index didn't show the groups.. and it does'nt scoll..

making more thant 40 groups and active the complete index by groups

Reproducible on (presumably) all versions.

The issue affects all themes except fruity_twentythree.

The question index dropdown is unscrollable until the size of the browser window triggers responsive design (800px width), then it's scalable and scrollable normally.

The dropdown menu should be scrollable on itself, and the scrolling behaviour should also not affect the background scrolling - much like it already does if the browser window width is less than 800px.
