Description

When using the ComfortUpdate to update from Version 3.17.0+190402 to 3.17.8+190722, I receive this error:

No error_log generated by PHP. I'm running php 7.1 (and tried 7.2 and 7.0 as well, with same result)

Steps To Reproduce

Try to use ComfortUpdate.

I notice that at time of reporting this issue, my ComfortUpdate reports that no updates are available, despite limesurvey3.17.8+190722.zip being posted to https://www.limesurvey.org/stable-release
