Summary15082: Please add uyghur language select option
Description

Thank you for your great work!
I've tried LimeSurvey and loved it, but there is no Uyghur language option in language selecting list. I look at the translation project page in LimeSurvey website there is also no Uyghur language. So i downloaded the community edition and translate the most parts, for share my works with others i tried to upload it to translation project page, there is no option so tried to join translation team there is also guides for developers only. so i attached the translations to there hope you will add this to LimeSurvey.

It seems you can send a email directly at translations@limesurvey.org
See https://manual.limesurvey.org/Translating_LimeSurvey#Creating_a_new_translation

But i think you can make a new pull request too :)
