Summary15078: Allow adding plugin settings for user
Description

Just want to have User settings by plugin.

2 part : User can manage itself, and It can be managed by other usr (super admin for example)

Additional Information

smtpByUser have this for Own user settings. Hack via JS.

Done for 2.73, seems to work on 3.X (not checked if it still save …)

But have a clean way can be great (Personal option : tab for each plugin is the best ! )
