Summary15049: userideditable flag in config.php not functional in LS2 and LS3
Description

In the config-defaults.php file, there is a parameter for allowing editing of the userid; however, when added to config.php, it has no affect on the editing of user accounts.

Steps To Reproduce

Add option to config.php:

'userideditable' => 'Y',

Edit a user account, and userid field is still disabled.

Updated config.php with parameter, and proceeded to edit user account. Username field still disabled.
