Summary14896: Placeholders missing for texts available at "Data policy settings"
Description

At the "Data policy settings" menu the "survey data policy messages" can be edited and the editor offers a Lime placeholder option. But that list is always empty.

Steps To Reproduce

Open any survey and go to the mentioned setting. Check the placeholder feature there.

The data policy settings cannot contain any placeholders, because no data can be put to session before the data policy settings are accepted.
Therefore there are no replacements available.

@markusfluer: Can we then remove the icon from that screen? Because lots of users will be confused by seeing the icon which then has no function.
