Summary14878: Fixed order for "Question attribute Category"
Description

Currently : order in Question attribute are not the same in each language, then if you use different language each category are at different place.
And some very needed category (lot of used) are after lesser important category.

Additional Information

I know : current situation is different, but since you rewrite this part : think of Caetgory order can be done now.

For examplme : i think statistics must be at bottom, because it most used when survey is totally ready, but logic must be before Timing, because timing is not used a lot (Logic is after Timing in Frenc).

Maybe for 3.X core :

  1. Logic

  2. View

  3. Input (or move this part to view or logic ?)

  4. Other

  5. Timing

  6. Statistics

  7. Default category (and get it by order of appearance ?)
