Summary14828: I can't to upload a file using IE browser
Description

Hello Everyone,

I use Limesurvey 3.16.1+190314 version but i try to upload a file using IE and when i select "Select a file" button nothing happens. No error is showed, nothing.
But in Firefox and Chrome I can upload a file.

Any help is good received.
Thanks for all.

Steps To Reproduce

1.- Create a survey
2.- Create an answer with select a file option.
3.- Activate a survey.
4.- Copy a link of this survey in IE browser
5.- Fill a survey
6.- When i try to upload a file, nothing happens.
7.- I try to close a window, but this cannot close.

Checked in 3.17.2 with IE11 and vanilla theme (with ajax on) : no issue.
Please upgrade, and if still not working : send a LSS or LSA (survey export) file
