You can use ExpressionManager in email text and in email adress : https://manual.limesurvey.org/Notifications_%26_data#Basic_and_detailed_admin_notifications_email

I think it's OK in core : you can send email at specific people according to answer in survey.

I don't understand how can be done.

But will be more simple if i can insert a condition to send to an email if this question have X answer.
Because if the restaurant have lower rate i need to send this survey to them.

And for redirect url ExpressionManager can (now) be used in redirection url
