Summary14556: Quota CSV export feature not available to users with "View quota" rights
Description

If you assign a user to a survey and only assign that user the right to view quotas (see attached screenshot), the user is not able to use the CSV export feature.
Especially when doing a survey with help of a panel company the CSV export feature is very helpful for checing the current status so it would be great to be able to enable this.

I can think of two approaches:

  1. If the user is allowed to view the quota details, we also allow him/her to export the quota details.
  2. We add a new "export" checkbox at the quota rights screen. If that right is granted, the user can use the CSV export.
Steps To Reproduce

Assign a user to a survey and only assign that user the right to view quotas. Then log in with that user and check the quota details.
