Summary14293: {STARTPOLICYLINK} and {ENDPOLICYLINK} don't seem to work
Description

Unless I'm missing the intent of these placeholders, they don't seem to work when placed in the "Survey data policy message" field.

You can use {STARTPOLICYLINK} and {ENDPOLICYLINK} placeholders only in "Survey data policy checkbox label" field on "Data policy settings" page.
Whole point for this placeholders is to combine a link with regular text, something like: "Click {STARTPOLICYLINK}here{ENDPOLICYLINK} to open survey policy."
This link just opens hidden content below, it doesn't open any new window.
Maybe some extra explanation on page and on manual would be needed.
