Summary14013: Cannot Add Conditions - Total Failure
Description

Have just built a short survey after, updating to Version 3.14.7+180827.
When adding Conditions, we have had a Server 500 Error once, but now I am unable to add any conditions.
No Error, just wont load them.

Additional info: When I try and reenter the conditions page to edit the page refuses to load. When I go to edit the question and manually edit the relevance (to delete whats there) it refuses to allow me, but when I load the conditions page there is none listed. I cannot copy and paste the relevance field to show you.

So tried to copy the survey to a new one and reset conditions, when I then try and add the same condition I get the error:
500: Internal Server Error
Call to undefined method CHtml::escape()
An internal error occurred while the Web server was processing your request.

There is no way to add conditions - this is a Critical Error.

Having to rollback.
