Summary13954: Fails to install
Description

When attempting to install newest version of lime survey I run into a loop on the installation after Clicking Next on the Database configuration Page. I am brought back to the Welcome page.

Steps To Reproduce

Fresh install Using Amazon RDS (PostgreSQL 9.6.6)
Set Permissions According to Install Instructions
Follow install until Database Configuration.
Fill out information
Click Next.

with debug turned on The Follow error is displayed.
