Summary13922: Quotas with return and change option crash the survey
Description

When working with a survey that has a quota with return and change option enablend returning to the survey crashes the survey completely and in some cases ignores the quota altogether.

Steps To Reproduce

Create survey with two groups and one quota in the first group.
Set the quota to return and change answer.
activate survey
start survey
choose answer for screenout
Go back to change
crash.
