Summary	13853: Allow test & basic feedback of the email functionality.
Description	Allow the user to tet the email settings that are set on the global configuration->email settings tab
Additional Information	Currently until an email is sent by the system it is not possible to trigger a message being sent to allow testing of the configuration settings.
