Summary13648: Cookie to prevent repeated participation prevents completion of the first Survey
Description

After applying resolution of bug "13409: Cookie to prevent repeated participation not working in version 3+" the following behavior is happening:

1- On the last page of the survey there is a mandatory question, but the user doesn't fill the answer and click the complete survey button. The survey stays correctly on the page displaying the "question mandatory" error.
2- The user fill the question and click again the complete survey button, but it receive now the error "survey already completed"
3- On the statistics/db the survey results as not completed.

In attachment. To reproduce just complete the survey until the last page, don't fill the text and try to complete. After the error fill the text and try to complete again - the error "survey already completed" is received.
