Hard to fix , but maybe start by update manual ?
Best is to load only if activate ?

I'd close this issue, Denis. The logic is completely different in LS4, and changing it now would only lead to conflicts. Unless you have an easy fix in mind.

It's fixed currently in develop ?
If yes : right : can close the issue , because i don't think it's a good idea to fix it in same API (some plugin can use hack when Admin user get to Plugin manager :)

90% sure it's fixed, since I changed the code to not "scan and load" automatically.
