Summary12932: Changes to template.css aren't working
Description

I made some changes to template.css in extended Vanilla template to suppress EM and validation question tips. This didn't work. It seems template.css isn't loaded at all.

Steps To Reproduce

Extend one of the default templates, modify template.css in a way that should be visible when survey is executed.

Louis is already working on it.
