Summary12801: Attaching a file to an email template does not work
Description

When trying to attach a file to an email template, the operation fails in IE10, FF 55 and Chrome 61.
I get no error message, the file just disappears from the email after attaching it and saving the template.

We found the entry of the file in our surveys_languagesettings db, but it looked like this: "a:1:{s:18:"admin_notification";a:0:{}}" and did not work.

As we changed it to "a:1:{s:18:"admin_notification";a:1:{i:0;a:2:{s:3:"url";s:60:"<URL HERE>";s:9:"relevance";i:1;}}}" by hand, we were able to have a file attached to the template. But upon saving the template in the browser it was removed again.

Steps To Reproduce
  1. In any of your surveys, open your email templates
  2. Choose any template
  3. Click on "attach file" and upload any file
  4. Save the template and open the template again
