Summary12796: Fallback to default template when copying template.css of other template
Description
  1. New installation with default survey
  2. Define new template in template editor: NewTemplate
  3. In template editor activate ./css/template.css
  4. Click button: "Copy to local template and save changes"
  5. Observe: template editor switches to Default template, copy action not done.

Strange: normal behaviour when I also create NewTemplate2: copy to local works all right on NewTemplate2, but not on the firstly created template.
