Steps To Reproduce

Define new template: 131001template
Copy template.css to local template (so it is not inherited)
Change body: background:yellow;
Save template.css
Observe background: #f6f6f6;

Well: historical. For the first time I get expected results:

  1. copy "minimal" to "copy_of_minimal2"
  2. copy template.css to local
  3. in local editor (not template editor) add:
    body{background:yellow} to template.css
  4. See result: yellow background.

OK, no rocket science, but it is historical...
