Summary12728: sending bulk email to survey participants causes UI to become unresponsive
Description

Sending a bulk(2 or more) email survey invitation to participants causes the UI to become unresponsive for several minutes

Steps To Reproduce

Create a survey and activate it
Create multiple particpants and create tokens for them
Select 2 or more particpants and send email invitations or reminders
browser UI will show loading screen for a long time and often timeout
after the timeout the website address is inaccessible
sometimes after a long delay the site is available

Additional Information

during this unresponsiveness time, the top utility on the CLI does not show any abnormal load patterns
this server is using sendgrid SMTP to send email
