Summary12594: "Other" message disabled on Multiple Choice with comments when Other disabled.
Description

When using this question type, I have toggled "Other" to Off.

But when I preview the question, I get the message "If you choose 'Other:' please also specify your choice in the accompanying text field."

Seems that this notice shouldn't be displayed if the Other isn't enabled.

Version 2.67.3, build 170728

Whoops, the screen shot with the javascript in it was uploaded erroneously and can be removed.
Also, somehow this isn't a feature request -- it is a bug... I should have paid more attention to the category on ticket creation.
