Summary12538: repeated prefilling question in survey doesn't work
Description

When repeatingly filling out an survey on the same computer, prefilling of a question through the URL only works the first time.

Steps To Reproduce
  1. start survey with URL as https://demo.limesurvey.org/index.php?r=survey/index&sid=594584&id=123 (<- notice prefilling)
  2. notice question with name 'id' is prefilled.
  3. submit answers
  4. open new tab in browser with same url
  5. notice question with name 'id' is not prefilled
