Summary12036: Cannot edit template config.xml file in the editor
Description

The config.xml file is not accessible from the template editor GUI. It should be editable so admins can modify the metadatas, loaded files, etc.

Hi,

Ok : must be done , but can we do it only in 3.0 ?
Due to https://github.com/LimeSurvey/LimeSurvey/blob/develop/application/models/TemplateConfiguration.php#L296

If we allow user's to update it via GUI : there are more broken 2.5X template when goes to 3.0. Currently except for some css minor glitch anf some more glitch for rtl : 2.5X template are 3.0 ready.

yep, and instead of editing the XML file, the XML file will just fill a table (template-configuration), and then an admin interface will give the possibility to update values (including custom attributes, usable in template via twig)
