Summary11951: When move "Dev" issue to "Bug report" : loose category
Description

Steps To Reproduce

Create a dev issue with "Export/Import"
Move the issue to Bug report
Look at Category : [All project]Accessibility

Additional Information

Project Development => Bug reports
Category Import/Export => Other issues
Severity major => minor
Category Other issues => Accessibility
Product Version 2.5x =>
ategory Accessibility => Import/Export

When moving : Import/Export => Other issues because Import/Export is not in bug report.
When edit [All project]Accessibility because Other issues don't exist.

Quickest solution : 'Other issues' everywhere ?

Better solution merge Import/Export and [All project]Import/Export

If possible use the global categories. There is a global category namd 'Other' that will work just fine.

Yes, i can fix category : no issue here. But a lot of user put bug in feature/devel or feature in bug etc ...

When moving : all are put on Accessibility, because : invalid id goes to the first option in dropdown.
Quick fix : add [All project]00 Unknow category ?
