Summary	11872: Opening Central Participant Database returns 500 error
Description	Accessing the Central Participant Database from any screen returns a 500 error.
Steps To Reproduce	Attempt to access the from any screen
Additional Information	Setting debug=2 returns to following error: Parse error: syntax error, unexpected '[' in /home/qsgt/public_html/registration/application/controllers/admin/participantsaction.php on line 1349. Probability related to Issue 11844
