Summary11617: At question import the question code gets replaced though the code doesn't exist at any other question.
Description

When importing a question and leaving the default setting "automatically rename question code if code exists" enabled, my question code gets adjusted even though the code doesn't exist yet.

Steps To Reproduce

Import the attached survey with just 1 queestion.
Import the attached question which has a different code.
