Summary11560: "Global settings > Language > Default site language" parameter is not ignored
Description

"Global settings > Language > Default site language" parameter is set to "Français - French" value, but every screen in LimeSurvey (global settings, survey properties, question edition, ...) is displayed in english.

Steps To Reproduce

I used Version 2.50+ Build 160204, width "Global settings > Language > Default site language" set to french.

I updated from 2.50+ Build 160817 to Version 2.50+ Build 160817 WITHOUT any change to "Global settings > Language > Default site language" (still french) : every screen is displayed in english.

I tried to set english, then saving, then to set french, then saving : every screen stays in english.
