Yes, i've turned the interface in french only for admin. Not in global settings, and the last labels sets i've made is not in the modal as you can see in the screen shot.
So the language seems to influence this modal view.

But it's ok if i create a survey in french, the label sets in french is visible... So it's on my install that there's a problem.

The demo is always using the latest release version.
Can you give us access to your installation so I can se ethe problem myself?

I can't give you that access because there can be personnal data. But i've tested on my computer and it works. Not on the server.
Maybe some php modules or other that lack?

I focus on the php-intl module, that i have on my computer but not on the server. Do you think that not have this module can cause problems like this?

If i give you access to the application, do you need to have admin rights?

PS: i'm not sysadmin so i don't have all the permissions on the servers

No, just access to a sample survey and label sets would be enough.
The problem is not the mentioned library. We use that on our servers, too.

I've tried to change the format of the url. It was 'path' on a dev server, and i turned into 'get'.
With this feature turned on, the labelsets are visible in the modal. But the problem is that in production, i can't change the format of the url like this.

Is there a solution?

I had a look, I can't reproduce, but FYI, the urls for labelset modal are generated here:

Nope, we cannot reproduce it even with that setting. Still need the password.

@Carsten : i can't send you by email because the password is generated by the application. I've send you another password can you see in your junk directory.

I've found why we've got this behaviour. it's a .htaccess at the root oof the application that was placed here to redirect old url (like limesurvey/index.php?sid=5555&lang=fr) to the new one
I've seen that there's a plugin for that, i'm going to test with it.
