Summary11456: Disabling "Show group name and/or group description" doesn't fully disable the option at the survey level
Description

From Configuration -> Settings -> Global Settings -> Presentation, there is the option to "Show group name and/or group description". If it is set globally to Hide both, the option to select to show or hide group name and descriptions still appears as a selectable option at the survey level. From here, when a the survey selection is set to show the group description, and description text is added, the survey preview and run will populate the field to display the group description text, but does not pass the text itself.

Steps To Reproduce

1) Set global settings to Hide both for "Show group name and/or group description"
2) In any survey, set the survey setting for "Show group name and/or group description" to show both
3) Pass sample text to the group description input box
4) Preview/Run survey.

Error reproduced on demo.limesurvey.org. Build number unknown.
