Summary11358: problem with fixed-point number when comma user as separator
Description

If set decimal separator to "comma" you can enter fixed-point number in numeric field.
When field are reloaded from DB they are stored with point as separator and so wrong processed.

Steps To Reproduce

make a numeric field with text entry (array of number e.g.)
make the survey token based and set up "Enable token-based response persistence" and "Allow multiple responses or update responses with one token"
Execute survey, enter token, enter decimal numbers, send survey data.
Reenter survey with same token and look at the values, the comma is now substituted with point.
Save again
Reenter survey and look, the decimal point is not there, the number is integer 10 or 100 times greater!
