Summary11289: User can't see their own surveys anymore (admin can't filter)
Description

Some users don't see their own surveys anymore. Even if I look for the users none or only a part of the surveys is shown.
For example: user haeo hast about 80 Surveys. But none ist shown.

Unfortunately, the problem is not solved yet. As an administrator, I still can't filter by users.
All surveys of haeo for example are still not listed. I have cleaned up the /tmp/assets directory after the update and restarted Apache.
Maybe it helps you to know that the surveys of haeo are almost a year old.

First overview :

  1. Filtering by user works now.
  2. Non admin users can see their own surveys
  3. Non admin users will still have few issues in survey list

I don't know if the step back has to do with this fix, but a very similar problem that was solved in 160523 (bug 11123) is now broken in this build, see attached.
