Summary11241: Hide Comfort Update from non admin users.
Description

On 2.50+ Build 160516, a non admin user can see comfort update banner. If the user click on it, the comfort update page can be accessed but cannot update.

I sugest Comfort update banner suppression when the user is not a admin user.
