Summary11061: A new user has access to all surveys by default
Description

I create a new user. User has no surveys created. The only way to give the user the possibility to create surveys is giving permission Survey. This gives the user access to all surveys created by e.g. the admin or other users.

The default action should be no not have access to any other surveys but its own.

There is no icon on the Home page to create a new survey. User has to list surveys. There he can find the option to create a new survey.

It's like this in 2.06 and seems like this in 2.50 , see screenshot : https://manual.limesurvey.org/Manage_users#Setting_global_permissions_for_a_user the second part : you can allow him to Create new survey only.

Only give that person the global permission to create surveys.
There is no need to give further permissions as an admin automatically has all permissions for a survey they own.
