Summary10962: adding answer to quota seems odd
Description

As admin I add an answer to a survey quota. I'm not sure how this is supposed to be, but I guess all available questions is shown, user select the one to answer and so on? Not sure what the Save button in upper right corner means, as you cannot save anything, at least not when you just chose the question.

Another problem is my test survey has two questions. Only the last is available in the first select box. The first one is missing.

Not all question types are available for quota management.
