Summary10810: Can't grant permissions to user
Description

Can't assign survey permissions to user.

Steps To Reproduce
  1. Create a new user.
  2. Add user to group.
  3. Add user to Survey Permissions
  4. Set permissions (Responses, Statistics)
  5. Click save.

Select permissions do not display on "Survey Permissions" view and survey is not accessible at all when user logs in.
