Show survey list by latest change
When survey is changed (add/modify question/group), update a "modified" field in survey; show survey list sorted by this field.

I think i already put this : default sort by date in survey listing. For 1.92 or 2.0 or 2.05 , don't remind.
We don't have modified filed actually, but start by "creation date" .
